relating to involuntary civil commitments" and recommended it be                                                                
replaced with                                                                                                                   
                                                                                                                                
          CS FOR SENATE BILL NO. 53(FIN) "An Act                                                                                
          relating to competency to stand trial; relating to                                                                    
          involuntary civil commitments; and relating to                                                                        
          victims' rights during certain civil commitment
